Surveillance patrol in Southeast Asia. On 22 March 1972, initially detecting and participating in an undetected airborne surveillance operation against an infiltrator trawler that depended heavily upon careful
planning and precise execution, Lieutenant Commander MASTERS contributed in large measure in positively demonstrating the integrity of the Market Time barrier and preventing the infiltration of
much needed arms and ammunition to the insurgents in the Republic of Vietnam. The exceptional professional skill exhibited by him contributed materially to the successful accomplishment of the United
States' efforts in Southeast Asia. Lieutenant Commander MASTERS' superb airmanship, courage, and devotion to duty reflected great credit upon himself and were in keeping with the highest traditions of
the United States Naval Service."
